20. Every operator who contravenes section 4 as regards the application of subsections 2 and 3 of section 4, section 6, subsection 4 of section 11, sections 13 and 16 of National Safety Code Standard 10, Cargo Securement, or section 16 is liable to a fine of $350 to $1,050.
